Oscar Womack, Jr., is the owner of Coherent Contracts, LLC (Oklahoma City, OK), which provides a wide range of contract management support services to Government primes and subcontractors. Oscar is a retired officer (Lieutenant Colonel) from the U. S. Air Force where he focused on systems acquisition management.
As Director of Contracting at the Air Force Communications Systems Center (Tinker Air Force Base, Oklahoma), he directed worldwide procurement of Defense communications-computer systems and services with an annual contract value over $120 million.
Oscar is recognized as a Certified Professional Contracts Manager (CPCM), a Certified Purchasing Manager (C.P.M.), and a Certified Management Consultant (CMC). A Fellow of the National Contract Management Association, he has served as an examiner for the Oklahoma Quality Award Foundation and a judge for the Oklahoma Governor’s Cup Collegiate Business Plan Competition.
Oscar holds a bachelor’s degree from Hobart College (Geneva, NY) and an MBA from the George Washington University in Washington, DC, the city of his birth and childhood.
